APPRAISER
PROFILE: CHAS W. LEEPER, SRA |
Mr. Leeper started a real estate career in 1973 at the age of 20. By the age
of 28, he owned real estate offices in West Covina, Covina, Baldwin Park and an
Escrow Company in Covina. Primary responsibilities were to oversee the brokerage
of SFRs, Condos, PUDs, and small income units. Mr. Leeper was involved in the
training of appraisal and sales techniques to real estate agents and brokers.
He has been a member of both the
National
and California Association of Realtors for
over 20 years. Mr. Leeper has been an active real estate investor, investing in
SFRs and small income units in the San Gabriel Valley.
Mr. Leeper began formal training as an appraiser in 1986 with the successful
completion of the SREA class 101 and 102. While engaged as an associate
appraiser with George Leeper Appraisal Service, principal duties included
appraising SFRs, PUDs, Condos and small income units plus desk/field reviews.
In January 1988, Mr. Leeper began operating as an independent fee appraiser
known as "Leeper Appraisal Service". Leeper Appraisal Service has
grown in its regional presence and also offers a national appraisal review
service. The company has been well received by major Banks, Savings & Loans,
Mortgage Companies and Credit Unions.
Mr. Leeper received the SRA designation from the
Appraisal
Institute on November 1, 1994. In December 1991 he was approved as a
California State Certified Residential Appraiser.
Mr. Leeper developed a seminar, “Throw Away Your CMA”, to help REALTORS
better understand and use technical valuation skills in their dealings with the
public. The course was approved by the California Department of Real Estate for
nine hours continuing education credits.
In January 1992, Mr. Leeper was admitted to the state education faculty of
the California Association of REALTORS. Mr. Leeper has authored curriculum for
the Graduate Realtors Institute. The Institute is the designation (GRI) program
for the California Association of Realtors. The class, "Pricing Properties
for Sale", was approved for seven hours continuing education credits by the
Department of Real Estate.
Working as an outside consultant for a national appraisal firm, Mr. Leeper
developed and administered a network of review appraisers in 25 states.
In Feb. 2007, Mr. Leeper began a mass appraisal
initiative in Orange County, partnering with Zaio Corporation (TSXV- ZAO).
Under terms of the Zaio
agreement, Leeper Appraisal Services will appraise virtually every home
in 10 Orange county zip codes. Cities include Newport Beach, Huntington
Beach, Anaheim and Garden Grove.
Mr. Leeper is currently CEO of Southern California Real Estate and
Appraisal Inc. DBA "Leeper Appraisal Services".
Mr. Leeper has been married for 32 years, has three children and
five grand
children. He was a resident of
Walnut CA for 18 years and now resides in Newport Beach CA. He loves God and is committed to the gospel message to "go

He is an avid skier, surfer, backpacker, golfer, fly fisherman and hockey player.
