Chas W. Leeper, Sra

Mr. Leeper started a real estate career in 1973 at the age of 20. By the age of 28, he owned real estate offices in West Covina, Covina, Baldwin Park and an Escrow Company in Covina. Primary responsibilities were to oversee the brokerage of SFRs, Condos, PUDs, and small income units. Mr. Leeper was involved in the training of appraisal and sales techniques to real estate agents and brokers.

He has been a member of both the National and California Association of Realtors for over 20 years. Mr. Leeper has been an active real estate investor, investing in SFRs and small income units in the San Gabriel Valley and Orange County.

Mr. Leeper began formal training as an appraiser in 1986 with the successful completion of the SREA class 101 and 102. While engaged as an associate appraiser with George Leeper Appraisal Service, principal duties included appraising SFRs, PUDs, Condos and small income units plus desk/field reviews.

In January 1988, Mr. Leeper began operating as an independent fee appraiser known as “Leeper Appraisal Services”. Leeper Appraisal Services has grown in its regional presence to serve all of California. The company has been well received by major Banks, Savings & Loans, Attorneys, CPAs, Hard Money lenders, Mortgage Companies and Credit Unions.

Working as an outside consultant for a national appraisal firm, Mr. Leeper developed and administered a network of review appraisers in 25 states.

In 2010-2012, Mr. Leeper completed and/or supervised 70 forensic reviews. The reviews were completed on appraisals of mostly complex and high value homes throughout Southern California. The reviews were used in legal action brought by a government agency.

In 2010, a Wall St. hedge fund retained Mr. Leeper as a consultant regarding market conditions for residential assets in California.

In 2011, Mr. Leeper was certified as a Collateral Valuation Specialist which authorizes him to produce “Collateral Valuation Reports”. The CVR utilizes comparable sales analysis, comparable listing analysis and multiple regression analysis.

Over the past 20 years, Mr. Leeper has been engaged as an expert witness for litigation and tax issues. Litigation issues included diminution in value disputes caused by encroachment as well as blocked ocean view. A local school district contracted Mr Leeper to analyze and report value differences of residential properties, based solely on the school districts in which the properties are located.

In recent years, Mr Leeper has specialized in high end, complex residential appraisal assignments on Catalina Island, local beach communities, West Los Angeles, Beverly Hills and Malibu.

Mr. Leeper has been married for over 40 years, has three children and 15 grand children. He was a resident of Walnut CA for 18 years and has been a resident of Newport Beach, CA since 1996. He loves God and is committed to the gospel message to “go and make disciples of all nations… Mt.28:19”. He is an avid skier, surfer, backpacker, golfer, and fly fisherman.
